Minimum Requirements for FSSAI Registration
Revenue & Scale Eligibility
Turnover Limit: Your expected or current annual business turnover must not exceed ₹12 Lakhs. (If your revenue crosses this threshold, you must upgrade to a State License).
Production Capacity: If you are manufacturing food, your production capacity must be less than 100 kg or 100 liters per day.
Dairy & Meat Limits: For milk processing units, the procurement limit is up to 500 liters of milk per day. For meat processing, it is up to 2 large animals, 10 small animals, or 50 poultry birds per day.
Eligible Business Types
The Basic Registration is legally designed for small-scale Food Business Operators (FBOs). You qualify if you operate as a:
Home-based kitchen or cloud kitchen startup.
Petty retailer, grocery shop, or local sweet stall.
Temporary food stall holder or hawker.
Small-scale distributor or transporter of food items.
Basic Infrastructure & Technical Needs
Physical Premise: You must have a defined physical address where the food is prepared, stored, or sold. (For Basic Registration, a residential home kitchen is perfectly valid and legally accepted).
Digital Access: An active mobile number and email ID are mandatory. The government’s FoSCoS portal relies on OTP authentication for login and sends digital alerts regarding inspections and renewals to these contact details.
Cleanliness & Hygiene Commitment: Even at the minimum level, FBOs must adhere to basic sanitary practices. The premise must be reasonably clean, pest-free, and use safe drinking water for food preparation.
